William A. Henley
According to the Wilsons, William A. Henley, a Physician in Portland Oregon, was the Proprietor of the IXL Bitters from 1868 until 1888 (when he died). I found the Henley Brothers (Walter F. & Albert) in the Patent Medicine business in San Francisco from 1888, until 1892. They sold IXL Bitters and Tamarack Bitters. They were probably the sons of William. Their business was located at 23 Montgomery. According to Fike, The Henley Products were still being sold after the turn of the century.

Although I cannot say for certain that the Henleys discussed here were the Proprietors of Henley's Indian Queen Hair Restorative, I think it's a good bet.
