An advertising poster I saw at a show indicated that this was a Hair Dressing and Restorative from Philadelphia. He called himself "MONSIEUR," and said that he had recently come from France. I have been unable to locate him in Philadelphia Directories. Picture on the number two bottle was courtesy of Daniel Lakatos.
